Project Description
The Jamestown Long Term Recovery Plan established the need to identify issues, opportunities and constraints relating to rebuilding lost housing and using public lands, taking into account current development regulations, and the impact that rebuilding has on the Town’s finances, services and safety.

Deliverables for the HIRA, Housing, and Land Use Analysis include:

  • Identification of Jamestown’s risks to natural hazards
  • Recommendations for planning and growth decisions that serve residents’ needs while maintaining Jamestown’s unique sense of place and distinctive mountain character
  • Identification of issues related to the Town’s fiscal sustainability

The Hazard Identification and Risk Assessment (HIRA) included detailed assessments of hydrologic, geologic, and wildfire hazards, the town’s vulnerabilities, and recommendations for mitigation. 

The land use and housing components of the study included an analysis of the “developability” of parcels, a housing analysis, fiscal impact analysis, a detailed survey of community desires, a review of existing ordinances and processes, and detailed recommendations regarding opportunities for improving the Town’s resilience, safety, and sustainability.
